The desk serves one firm per trade per territory. Preparing two competitors on the same public bid is a conflict of interest that non collusion affidavits exist to prevent, and I will not touch it. Exclusivity attaches to the ongoing desk. If two firms in the same trade and territory both want a seat, the first to engage holds it, and I will tell the second firm plainly that the seat is taken.
